Siting Studies

WPE's Team of Professionals have successfully completed some of the most challenging industrial projects required by clients. These projects have included siting and licensing the final section of a 150 mile long high voltage transmission line through 5 Florida counties. Siting activities include:

Environmental Assessments

Environmental assessments have been performed for power plants, substations, and transmission line projects throughout Florida. These activities includes:

• Hydrology studies

• Vegetation mapping

• Threatened and Endangered species surveys

• Wetland delineations

• Native tree lists

• FLUCCS code identification

• Mitigation needs to offset environmental impacts

Environmental Permitting

WPE Consulting has prepared a variety of permit applications for over 90 substations and 50 transmission line projects including Environmental Resource Permits, Dredge and Fill COE Permits, local permit applications, and Well Permitting. These activities consist of:

• Conducting field reviews

• Preparing permit applications with minimal Requests for Additional Information (RAIs)

• Mitigation Assessments/Credit Purchasing

• Negotiations with Agencies

• Permit Compliance

Environmental Compliance Monitoring

WPE  Consulting has successfully conducted field monitoring of over 50 industrial construction projects and assisted clients with full compliance of all environmental rules and permit conditions. The responsibilities have included:

• Successfully managed compliance monitoring with no violations or construction delays

• Performing site inspections

• Identifying locations and the type for turbidity control

• Conducting pre-construction meetings with agencies

• Reviewing primary and secondary impacts for compliance with permit conditions

• Utilizing programmed drone flights to identify issues ad review construction progress

• Utilizing GPS mapping for review of impacts

As-Built Certification

WPE Consulting has provided As-built certification for permit closure at the completion of industrial construction projects. Activities include:

• On-site review and preparation of punch lists for contractors

• Final review upon completion of identified items

• Preparation of submittals to agencies for permit compliance

• Transfer of projects from construction to operation

• Mitigation assessment of impacts for compliance with mitigation credits purchased

Drone Services

Our drone experience includes conducting repeatable successful missions covering over 25 miles of linear facilities and 50 acres of industrial construction areas. Our pilots are licensed, FAA compliant, and insured. Our drone work includes: 

• Enhancing siting studies

• Evaluating and monitoring progress of construction projects

• Environmental compliance monitoring

• Review of as-built punch list including remote areas of sites

GPS Mapping

WPE has utilized GPS mapping for identification of environmental features on project sites. These activities include:

• Wetland delineations for impact assessments

• Access road delineations to avoid deep water within wetlands

• Layout of roads and pads through environmentally sensitive areas

• Tree surveys

• Upland vegetative mapping

• Threatened and Endangered species mapping of nests, burrows, etc.
